“Gatesville has always prided itself on its history. It has a rich history and is part of the Old West… that mentality, the Old West mentality, the pioneer spirit, is very much alive and well in the citizens here,” says Mayor Gary Chumley.

One of the central themes of Gatesville’s approach to growth is its commitment to intentional, sustainable development.  The city currently has a comprehensive plan with several projects ranging from typical water and sewer upgrades to mid-sized housing developments.

Most notably, several new subdivisions of homes are being built to support to growing influx of citizens moving from Waco to Gatesville in hopes of taking advantage of Gatesville’s considerably more affordable cost of living.

By carefully managing expansion efforts, the city is ensuring that infrastructure improvements support both current and future populations without sacrificing the quality of life for its long-time residents.

The heart of Gatesville’s community identity, the historic downtown district, is a primary focus for preservation and improvement. Plans are underway to encourage the revitalization of the downtown area by making it more accessible, attractive, and vibrant.

Recent discussions with downtown property owners underscore the city’s dedication to fostering an environment that welcomes businesses, visitors, and residents alike.

“I know several buildings that have sold fairly recently that the people are wanting to invest in for upgrades. So, I’m very optimistic about our downtown’s future,” Mayor Chumley says.

As such, the city is laying the groundwork to draw in the businesses and retail outlets necessary to energize downtown, ensuring that it remains a destination within the broader community.

Strategic Partnerships and Financial Planning for Sustainable Growth

While Gatesville does not yet have an established “Visit Gatesville” tourism campaign, early planning for a community branding initiative is underway.

Such an initiative would serve as a platform to highlight the city’s attractions and connect Gatesville with a larger audience beyond its current reach.

The city recently completed a contract with The Retail Coach, an analysis firm that conducted a detailed assessment of the area’s market potential, identifying an estimated geographic market of 40,000 people.

This insight strengthens the city’s understanding of its growth potential and aids in positioning itself as an attractive destination.

It would explain why international businesses like Laerdal Medical still base their operations in Gatesville. Currently, the company is building a 40,000-square facility and employs approximately 300 people.

Another Gatesville economic staple would be Kaylin Seibert, a large manufacturer that employs close to 600 people

“A lot of people think Gatesville is just a prison town or a military-adjacent town, and it is those things — We’re proud of that. But we’re also growing with the industries, which is rare for a city of our size,” explains City Manager Brad Hunt.

Financial planning also plays a crucial role in Gatesville’s growth strategies. Over recent years, the city has managed to increase revenue without disproportionately raising taxes, thanks to the prudent management of resources and community partnerships.

The local government has taken steps to re-evaluate subsidies and increase parity in the community’s fiscal responsibilities, resulting in additional funding for capital projects.

This careful financial management enables Gatesville to invest in essential infrastructure, such as water and sewer upgrades, all while keeping taxes modest relative to other Texas cities.

It would explain why people keep relocating there.

In addition to self-funding certain projects, Gatesville actively seeks grant opportunities and considers bonds to finance larger-scale improvements, ensuring that critical infrastructure keeps pace with development.

The city’s goal is to support and sustain a thriving population through a balanced approach that addresses long-term needs without compromising financial stability.

A Parks Master Plan is expected to propose significant improvements over the next few years, integrating downtown’s charm with the town’s natural surroundings.

This vision includes enhancing facilities and creating connections between recreational sites so that green spaces are not only available but also encourage social and economic interaction within the community.

This investment in recreational spaces aims to reinforce Gatesville’s appeal as a family-friendly and community-oriented city, further enriching the quality of life for residents.

Gatesville’s leadership also recognizes that a thriving local government begins with a strong workforce. Over the past few years, the city has made significant strides in improving employee morale and workplace satisfaction.

Reducing vacancies and creating an environment that encourages staff retention have been key accomplishments. Currently, the city has just a 5% vacancy rate across its 86 full-time and 20 part-time positions—an impressive achievement in today’s competitive job market.

“This job, for me, is making our employees here working for this city comfortable, improving their morale, and making Gatesville a destination that people want to live and work in,” Hunt confirms.
