For six decades, the Nevada Builders Alliance (NBA) has served as the backbone of the Silver State’s construction industry, advocating for businesses, fostering workforce development, and ensuring Nevada remains one of the most business-friendly states in the nation.
With nearly 1,200 members spanning 12 of Nevada’s 17 counties, the NBA represents a diverse network of stakeholders—from residential, commercial, and industrial contractors to architects, engineers, and insurers. Under the leadership of CEO Glenn, the organization is guided by three strategic pillars: advocacy, workforce development, and providing member benefits.
“Advocacy is our number one priority—first at the local level, developing relationships with city planners, county commissioners, and local officials, and second at the state level, working with legislators to keep Nevada’s business climate competitive,” Glenn explains.
In 2025, as the NBA celebrates its 60th anniversary, the organization remains more vital than ever, especially amid ongoing economic fluctuations, labor shortages, and evolving housing demands.
Legislative Priorities: Safeguarding Nevada’s Building Industry
As a biennial legislature state, Nevada is currently in a pivotal legislative year. NBA’s advocacy efforts have been instrumental in shaping policy that impacts the construction sector. Glenn points to three key areas of focus:
First, maintaining stability around construction defect legislation. Nevada has endured significant shifts in its defect laws over the past decade, creating uncertainty for builders and insurers. “We’re satisfied with the current status quo,” Glenn states. “We worked with legislators to prevent new bills this year that would have disrupted that balance.”
Second, NBA is engaged in clarifying proposed air quality monitoring regulations for job sites, ensuring any new standards are reasonable, consistent, and do not exceed existing OSHA requirements.
Third, NBA strongly supports the governor’s proposed legislation aimed at expediting licensing for qualified contractors from other states. “Nevada is growing rapidly,” says Glenn. “We need licensed, insured professionals ready to support that growth, and streamlining licensure helps us meet demand.”
Workforce Development: Building Nevada’s Future
The NBA is deeply committed to cultivating the next generation of skilled workers. The organization provides scholarships, partners with trade schools in Reno and Las Vegas, and engages with high schools and middle schools to introduce students to careers in the trades.
“We want young people to see construction as a high-tech, rewarding career path,” Glenn emphasizes. “There are tremendous opportunities, whether you want to work with your hands, use cutting-edge technology, or eventually own your own business.”
Technological innovation is transforming the industry. From drones monitoring job sites to GPS-guided heavy equipment and advanced 3D modeling for project visualization, today’s construction environment offers tech-driven roles in both the field and the office.
Internally, NBA has embraced technology as well, revamping its website, providing members with cloud-based resources, legislative updates, and exploring AI tools like ChatGPT to enhance communication and research efficiency.
Housing Demand and Market Realities
Nevada’s housing market reflects both challenges and optimism. High interest rates, volatile material costs, and permitting complexities have cooled some housing activity, particularly in Northern Nevada. Still, builders are adapting.
“We’re seeing more high-density residential development aimed at the ‘missing middle’—affordable homes for first-time buyers and working families,” Glenn notes.
Addressing attainable housing requires creativity, from land cost management to streamlined permitting and innovative financing solutions. NBA participates in state and federal discussions exploring tax benefits, grants, and regulatory reforms to enable more affordable housing options.
The state’s diversification—spanning logistics, entertainment, mining, and technology—adds to the urgency for workforce housing near job centers. Yet, rural areas face unique challenges due to contractor shortages, making NBA’s advocacy for expedited licensing even more critical.
Member Benefits and Community Engagement
Beyond advocacy and workforce initiatives, NBA provides tangible benefits for members, including health insurance options, credit card programs, and now, a state-compliant 401(k) program—especially vital as Nevada mandates retirement plans for businesses with over five employees starting in 2025.
NBA also fosters civic involvement, encouraging members to serve on local boards and commissions. “We help our members get involved, whether it’s planning commissions or park boards, to strengthen their communities,” says Glenn.
Looking Ahead: Flexibility and Optimism
As Nevada Builders Alliance celebrates 60 years, the organization remains focused on preserving Nevada’s pro-business environment, expanding workforce pipelines, and supporting members across a rapidly evolving construction landscape.
“The next two years are about maintaining flexibility,” Glenn concludes. “We need to stay engaged with lawmakers, monitor external factors like tariffs and interest rates, and ensure Nevada continues to capitalize on its growth.”
Despite uncertainties, Glenn expresses unwavering optimism about Nevada’s future. “The economic opportunities here are incredible. We’re proud to support our members and help shape a vibrant, sustainable Nevada.”
