First, it enables the creation of market rate quality housing and resulting economic development in neighborhoods where short-term economics do not favor market rate development. Second, it provides affordable housing for moderate income essential workers – such as teachers, firefighters, police, nurses, and others -- in high growth areas that often have unattainable market rents, and where there is a reluctance or inability to utilize other traditional affordable housing funding options.
