Miami Beach is in constant motion, blending a world-class tourism industry with a thriving business sector and a strong sense of community. Under the leadership of Mayor Steven Meiner, the city is embracing transformative projects in infrastructure, economic development, and cultural growth, ensuring that Miami Beach remains both a top destination and a vibrant place to live. 2 CIVIL AND MUNICIPAL VOLUME 06, ISSUE 03

A DESTINATION WITH MOMENTUM “Miami Beach has an incredible vibe,” says Mayor Meiner. “When people come here for the first time, they pick up on it. But it’s also a family-friendly city where residents can raise their kids.” With over $100 million invested into renovating Lincoln Road, Miami Beach’s iconic pedestrian mall, and initiatives such as job creation incentive programs and business improvement districts, the city is seeing an influx of capital and businesses. “High-end restaurants from New York are looking to open chains here because they know they will be booked every night,” says Mayor Meiner. The city is streamlining the permitting process to encourage business growth further and ensure entrepreneurs can establish themselves efficiently. A consulting firm has been engaged to help revamp permitting operations, making Miami Beach a more business-friendly environment. Additionally, the Miami Beach Economic Development Department and the Miami Beach Chamber of Commerce play critical roles in attracting and retaining businesses. INFRASTRUCTURE AND HOSPITALITY DEVELOPMENTS Outdated infrastructure is a concern, but Miami Beach is tackling it head-on. “Our infrastructure is aging, and we have several critical projects underway,” Mayor Meiner notes. Projects such as First Street and the Venetian Bridge improvements and recent upgrades on 41st Street are aimed at modernizing the city’s water and transportation systems. Additionally, upgrades to aging water mains and sewage lines are in progress to prevent future disruptions. The Convention Center Hotel project is another milestone in Miami Beach’s expansion. Approved by the city commission, this development will cater to the growing number of tourists and business travelers, solidifying Miami Beach as a premier conference and event destination. The hotel will be strategically positioned to complement the existing convention center, providing much-needed accommodations for events, including internationally recognized events such as Art Basel and eMerge Americas conference. 3 CIVIL AND MUNICIPAL VOLUME 06, ISSUE 03 MIAMI BEACH, FL

This investment is expected to generate significant economic benefits, further strengthening Miami Beach’s position as a leading destination for business and leisure. AFFORDABLE HOUSING SOLUTIONS One of the city’s newest housing initiatives is the Collins Park Artist Workforce Housing Project, a public-private partnership to provide affordable housing for artists and cultural professionals. “Housing affordability is an issue throughout the country, particularly in Miami Beach. We need to ensure our artists and workers have a place in our city,” explains Mayor Meiner. This project provides affordable housing and fosters a creative community by offering shared workspaces, networking opportunities, and cultural programming. By integrating housing with artistic development, Miami Beach aims to solidify its reputation as a haven for the arts while addressing housing affordability challenges. The city is also exploring other workforce housing projects, such as redeveloping the Barclays building and plans for the Byron Carlyle in North Beach, ensuring that essential workers, especially those in the tourism and hospitality industries, can afford to live where they work. In addition, Miami Beach is examining zoning reforms and incentives to encourage private developers to include affordable units in new residential projects. These efforts align with broader strategies to maintain economic diversity within the city, ensuring that those contributing to Miami Beach’s vibrant culture and booming tourism industry can also call it home. FLOOD PREVENTION MEASURES Miami Beach is at the forefront of climate adaptation initiatives. Through the Resilient Florida Grant Program, the city has secured $1.1 million for dune restoration and is implementing projects to mitigate flooding, including elevating roads and constructing living shorelines with mangroves. These efforts are designed to combat the ongoing challenges of sea level rise and extreme weather, ensuring that Miami Beach remains protected against environmental threats. 4 CIVIL AND MUNICIPAL VOLUME 06, ISSUE 03

Florida International University (FIU) plays a key role in South Florida’s economic and cultural landscape. We are proud to have a strong and robust presence on Miami Beach, including the Wolfsonian-FIU, the Jewish Museum of Florida-FIU, and the Miami Beach Urban Studios. THE WOLFSONIAN-FIU Situated in the heart of South Beach, The Wolfsonian-FIU is one of the university’s premier exhibition, research and education centers. It was founded by businessman and art collector Mitchell “Micky” Wolfson Jr. and currently serves as a museum, library and research. Its mission is to illustrate the persuasive power of art and design and to explore what it means to be modern. Its collection comprises more than 200,000 items from 1850 to 1950 — the height of the Industrial Revolution to the end of World War II — and includes fine arts, decorative arts, graphic design, Industrial design, architectural drawings, rare publications and ephemera. It offers a range of exhibitions and installations, tours, workshops and digital experiences. The Wolfsonian-FIU, supported by the City of Miami Beach and the Miami-Dade County, will be adding 25,000 square feet to its galleries, welcome area and program space to deepen its already impressive offerings for the community. THE JEWISH MUSEUM OF FLORIDA-FIU The Jewish Museum of Florida-FIU (JMOF-FIU) is the only museum dedicated to telling the story of more than 250 years of Florida’s Jewish community. With a growing collection of more than 100,000 items, the museum is located in South Beach and is housed in two historic buildings that were once synagogues for Miami Beach’s first Jewish congregation. The synagogues were designed by Art Deco architect Henry Hohauser and feature 80 stainedglass windows, a copper dome and a marble bimah. While reflective of the Jewish experience in Florida, JMOF-FIU highlights the shared immigrant experience of Miami’s multicultural society through its extensive collection of artifacts, documents, photographs and oral histories. Using the immigration experience of Jews in Florida as its starting point, JMOF-FIU serves as a forum to further understanding and create connections to Jewish culture. FIU’S MIAMI BEACH URBAN STUDIOS (MBUS) The FIU MBUS is a creative space that serves as a hub for interdisciplinary collaboration, hosting innovative exhibitions, classes, research laboratories, and events. The facility provides a platform for students, faculty, and staff to engage with design firms and various arts organizations throughout the city, fostering professional experience and community outreach.

“We’ve successfully reduced flooding in areas where we’ve implemented these projects, and we’re committed to expanding these efforts,” says Mayor Meiner. Additionally, the city is developing a Sea Level Rise Vulnerability Assessment and Adaptation Plan, set for release in Spring 2025. This comprehensive study will assess current and future flood risks, providing a framework for long-term resiliency planning. In conjunction with these measures, the city is increasing its green infrastructure initiatives, investing in permeable pavement, expanding stormwater drainage systems, and preserving natural ecosystems to enhance climate resilience further. THRIVING TECH ECOSYSTEM Miami Beach is a premier destination for global tech events, attracting industry leaders, startups, and investors. Tech conferences such as Adobe Max and eMerge Americas have chosen Miami Beach as their venue, bringing together thousands of participants worldwide and creating invaluable networking opportunities. These events highlight the city’s commitment to innovation and catalyze further business development in the technology sector. To bolster this transformation, the city’s economic development team is actively engaging with international tech firms, including a growing 7 CIVIL AND MUNICIPAL VOLUME 06, ISSUE 03 MIAMI BEACH, FL

number of Israeli high-tech companies and local startups. This initiative aims to create a collaborative environment where businesses can flourish through strategic partnerships, government incentives, and access to Miami Beach’s well-established infrastructure. In addition, the city is exploring the expansion of co-working spaces and incubators to provide entrepreneurs with the resources needed to scale their operations. Beyond events and partnerships, Miami Beach is also investing in smart city technologies, enhancing urban mobility and public services. Integrating AIdriven analytics for traffic management, digital infrastructure for remote work hubs, and green energy initiatives further underscores the city’s commitment to embracing the future of technology. “Companies are contacting me, asking how they can establish themselves in Miami Beach. It’s incredible to see this transformation happening in real-time,” says Mayor Meiner. “We want to create an ecosystem where technology and innovation can thrive, ensuring that Miami Beach remains a leader in this evolving industry.” CULTURE AND CELEBRATION Miami Beach is home to some of the most prestigious Mayor Meiner 8 CIVIL AND MUNICIPAL VOLUME 06, ISSUE 03

BUILDING A SUSTAINABLE MIAMI BEACH FOR YEARS TO COME South Florida-based development firm Terra is redefining Miami Beach’s urban landscape by developing projects that benefit both the environment and the local community. Through sustainable, smart design-driven architecture,Terra’s mission is to transform the neighborhoods in which it builds, creating spaces that promote growth and positive community impact. From reducing carbon footprints to enhancing infrastructure and creating public spaces, Terra’s developments are re-shaping the future of Miami Beach. A prime example of Terra’s innovative approach is the recently completed Five Park, a 48-story luxury residential tower that unites two distinct neighborhoods in Miami Beach: South of Fifth and West Avenue. Developed in partnership with GFO Investments, Five Park integrates curated amenities, public art, and community spaces. The tower’s unique location, adjacent to the MacArthur Causeway, allows for an important connection between these two neighborhoods made possible by an integrated pedestrian bridge designed by French conceptual artist, Daniel Buren. Now underway, the colorfully vibrant signature bridge will serve as an artistic gateway to Miami Beach and connect the Beachwalk, Baywalk, and public parks in between. Beyond its residential offerings, Five Park includes Canopy Park, a three-acre public park designed to enhance the urban environment. With an array of resiliency elements, the park features a lush blend of native and exotic trees that improve air quality, absorb CO2, and help manage stormwater runoff. The natural canopy provides shade and creates an inviting space for residents and the community. Terra’s commitment to Miami Beach extends beyond Five Park. The firm is also partnering with South Florida development firm Turnberry to build the Grand Hyatt Miami Beach Convention Center Hotel. Once complete, the new luxury hotel and mixed-use property will position the Miami Beach Convention Center as the newest, most connected, event destination in South Florida. The firm’s most recent endeavor is the transformation of the historic Deauville Beach Resort into a prominent branded hotel and residential development that will blend the original hotel’s iconic architecture with modern aesthetics and amenities. The project – which will be designed by a team of architects led by Foster + Partners, in collaboration with South Floridabased Shulman + Associates and ODP– aims to serve as a key economic driver for the area and enhance the cultural fabric of Miami Beach. From luxury residences to cultural spaces, Terra’s Miami Beach developments are built to last, with a focus on resilience, sustainability, and the community. These projects not only enhance the city’s skyline but also its environmental and social fabric, positioning Miami Beach for a brighter and more connected future.

BALANCING SAFETY AND SUPPORT Law and order is the top priority for Mayor Meiner and his administration. As part of Miami-Dade County, which consists of 34 cities and has an approximate 3 million population, Miami Beach has implemented several innovative strategies to enhance public safety. One of the standout initiatives is the city’s municipal prosecutor program, which sets Miami Beach apart from other cities in the county. This program allows the city to prosecute misdemeanor crimes independently, ensuring a focused and practical approach to law enforcement.“Several years ago, our prosecution team had an 8% success rate,” says Mayor Meiner. “I brought a series of legislative initiatives. We’ve increased that to 90%, demonstrating our commitment to maintaining order.” In addition to criminal prosecution reforms, Miami Beach has taken bold steps to address homelessness while upholding public safety. Recognizing that homelessness is often linked to complex issues such as mental health challenges and economic hardship, the city became the first in Miami-Dade County to pass legislation requiring individuals sleeping on public property to accept shelter and mental health services when offered. This initiative is designed to provide meaningful assistance to those in need while ensuring public spaces remain for the public. When individuals decline support, law enforcement officers have the discretion to intervene, prioritizing solutions that connect them with resources.
